*NEW 6/25/24* Rumor: What does the City do to prevent RV trailers, open bed trailers from parking on neighborhood streets. The streets are narrow and it blocks cars from moving on the road.

Fact: Eagle Mountain City Code 10.10.100 outlines prohibited parking on public streets in the City and certain exceptions. The City’s Neighborhood Improvement department can respond to possible violations of code.

*NEW 5/21/24* Rumor: Last summer, there was a discussion about the development of three small downtown areas. Could you provide an update?

Fact: Each of the areas were not intended to be downtown areas, they were shared as “small areas,” a term described to indicate the intent to carry out more detailed planning for certain areas of focus. The small area planning was canceled due to some challenges encountered planning two of the three areas and some dissatisfaction of the approach the consulting group was taking. These areas will still be planned in the future, but not all at the same time. The first to be planned will be the Eagle Mountain downtown area. That is anticipated to start this summer.

*NEW 4/16/24* Rumor: I heard it’s legal to ride non-street legal dirt bikes on some roads in Eagle Mountain. Is that true?

Fact: An OHV driven on Eagle Mountain streets must be currently registered and the registration sticker must be displayed. Drivers on City streets must be 16 or older. All riders under 18 must wear a Utah Department of Transportation-approved helmet. The state also requires all off-highway vehicle operators to complete the Utah Off-Highway Vehicle Education Course.

*NEW 4/10/24* Rumor: I heard Eagle Mountain is working to join the list of cities eligible for the Landscape Incentive Program.

Fact: Eagle Mountain residents are not eligible for these rebates and the City does not anticipate residents will be eligible for rebates through the Central Utah Water Conservancy District, or the state of Utah. Preliminary discussions are being had to consider this at the local level, but no decisions have been made.

Rumor: What are the rules on chickens at houses in subdivisions in Eagle Mountain?

Fact: It is not against Eagle Mountain City code to have chickens or roosters in a residential area.

Rumor: Recycling just goes to the landfill and isn’t actually separated.

Fact: Eagle Mountain City contracts with Ace Recycling and Disposal for the collection of our recycling. They deliver 100% of the recycling material to a recycling facility.

Rumor: I saw a post about an Eagle Mountain rec center being completed in 2024 and the groundbreaking just happening. Is that true?

Fact: This post was the result of an April Fool’s joke. Eagle Mountain City can confirm no such plans are in the works. Currently there is no firm timeline for the construction of a recreation center. Recreation centers are very costly facilities and in general are not fiscally self-sufficient. However, Eagle Mountain City staff are working to identify funding strategies that will allow us to build a quality recreation center of sufficient size and with desired amenities for a rapidly growing city while trying to avoid incurring significant debt.

Rumor: Is there now, or will there shortly be, an interactive and public map available to locate all sewer clean outs?

Fact: Eagle Mountain City has previously considered providing utility maps with restrictions on the community’s water supply. At this time, there is no formal plan for releasing this information to the public.

Rumor: Are we as citizens able to fly drones in the city as long as we are meeting the 400-foot-high level set by the FAA? Are there any drone restrictions?

Fact: The City does not have its own restrictions on drone use. Citizens would be advised to follow all of the FAA regulations on drone use, using the FAA’s Part 107 guidelines as good standards to avoid potential injury, damage to property, or questions of privacy.

Rumor: What caused 4 schools in Eagle Mountain to be placed on lockdown?

Fact: On Dec.12, the Utah County Sheriff’s Office responded to a domestic incident in which one individual barricaded himself in the bedroom of a home with a firearm. One family member was injured and taken to the hospital in fair condition. After a standoff with sheriff’s deputies and with SWAT, the individual surrendered peacefully and was taken into custody by law enforcement officers. Cedar Valley High School, Frontier Middle School, Eagle Valley Elementary and Mountain Trails Elementary were all placed on “Secure Mode” as a precaution, but no schools were involved in the incident. Once the situation was resolved, students were released to return home.

Rumor: Is there any action being made on issues with gophers? There have been a lot of gophers on the trails. 

Fact: Eagle Mountain City does not take any action to mitigate the presence of gophers in the area. Most likely, residents are noticing the presence of voles or other animals in their yards. The Utah State University Extension offers plenty of valuable resources for addressing these unwanted gophers here and ground squirrels here.

Rumor: Is there a designated map and duration of time for placement of campaign signs?

Fact: EMMC 17.80.120(C) Political Signs states, “Political signs placed on private property that do not exceed eight feet in height and 32 square feet per side if double-faced; provided, that such signs do not violate any other provisions of this chapter including provisions pertaining to the placement of signs in the public right-of-way.” Sign enforcement codes may be referenced if concerns over sign placement persist. 

Rumor: Are there any city rules about lawn care?  There are other cities that I am aware of in Utah that require that weeds be kept below a certain height or be fined by the city.

Fact: Eagle Mountain City relies on City Code 8.07.020, which states: It is unlawful for any person, corporation, partnership or legal entity owning or occupying real property in the city to let the height of weeds on such property grow beyond the maximum permitted. 

Rumor: How many birds are you allowed to have on residential property?

Fact: Eagle Mountain City does not regulate the number of birds allowed on residential property. A table with more information pertaining to this can be found in City Code 17.25.030.

Rumor: Are there plans to plant some trees along the graveyard walkway to give people some shade?

Fact: Eagle Mountain City currently does not have plans to plant trees in the City Cemetery. It is true that some landscaping needs will be assessed following the widening of Eagle Mountain Blvd.

Rumor: How much water goes to industrial use in the city?

Fact: Industrial, which comprises Tyson and the Meta Data Center, use about 9% of the city’s water as of 2023 data.

Rumor: When is Eagle Mountain getting a rec center?

Fact: One of the most frequent requests that comes to the City is for a recreation center or specific recreation facilities that are typically found in a recreation center. Currently there is no firm timeline for the construction of a recreation center. Recreation centers are very costly facilities and in general are not fiscally self-sufficient. However, Eagle Mountain City staff are working to identify funding strategies that will allow us to build a quality recreation center of sufficient size and with desired amenities for a rapidly growing city while trying to avoid incurring significant debt. This may require constructing recreation center components separately in a modular fashion or other innovative approaches. Eagle Mountain City elected officials and staff know well the value recreation centers can provide and also recognize resident’s desire for their local government to manage their tax dollars wisely. We will continue to work hard to find an acceptable solution, even if it requires some trail blazing.

Rumor: Why does Eagle Mountain have so many explosions?

Fact: Eagle Mountain is located near two military bases, including the Tooele Army Depot and Camp Williams. The city is also home to two rock quarries and Kern River Gas Transmission. Residents are safe during these exercises and Eagle Mountain City is in regular communication with these entities and dedicates resources to build partnerships to meet the needs of residents and local industry.

Rumor: Why does the City/Planning insist on letting developers build housing on the remaining open land?

Fact: Utah state law allows private landowners the right to develop or improve their property in accordance with local zoning and development ordinances. Eagle Mountain City works with those landowners and developers to ensure the development is as beneficial to the community and future residents as possible. Part of that process is to ensure that the developer preserves open space through parks, trails, or native areas, as well as property for master-planned roads and other facilities. The requirement for open space preservation or road dedication, however, must have a reasonable relationship to the impacts of the project on the community. In other words, the City can only require so much before the property owner must be compensated for the land being preserved or dedicated. Eagle Mountain City has a Master Transportation Plan and a Parks, Trails, and Open Space Master Plan to guide it’s decisions, but cannot simply prevent development in order to preserve more open space or slow down the growth.

Rumor: Why are Eagle Mountain’s streets so dark?

Fact: Eagle Mountain’s roads may appear relatively dark for several reasons. First, the City’s dark sky initiative regulates both the direction and intensity of street lighting to protect resident’s view of the night sky. Second, the City’s planning and streets departments work under direction from the City Council indicating that an open and rural feel will be maintained in the community. Finally, street lighting is erected as development occurs. Several collector roads have long stretches without adjacent development, meaning street lighting is often not in place. Eagle Mountain City regularly considers changes to lighting location when safety or other variables merit consideration.

*NEW 4/16/24* Rumor: When will Airport Rd. be connected from Pony Express Pkwy. to SR-73?

Fact: The City is currently in the process of completing the design for this roadway as well as acquiring property. The first phase is scheduled to kick off this spring with completion sometime in the summer of 2025.

*3/25/24* Rumor: Silverlake will have a road connecting it to Foothill Blvd.

Fact: There are two planned connections between Silverlake and Foothill, but because that is the responsibility of Saratoga Springs, Eagle Mountain City has no control over the timing of the construction timelines.

*3/4/24* Rumor: We desperately need a turn signal at the Pony Express/Porter’s Crossing intersection going east and west.

Fact: The City is aware that this is a concern of residents. At this time, there are preliminary considerations to make an attempt to fund a change to the traffic lights at this intersection in the FY 2025 budget.

Rumor: With the expansion of SR-73 not having an estimated start time, why can’t the City get a concrete barricade to separate the directions of traffic? What can we do TODAY to reduce the dangers of this particular road?

Fact: Eagle Mountain City meets with UDOT every month to discuss concerns and collaborate on solutions to improve the experience and safety of SR-73. The City has encouraged UDOT to find funding to make improvements and will continue to do so.

Rumor: Will there be any stop lights put in by the new elementary school Desert Sky?

Fact: According to state traffic codes, a stop light in that area would be considered too close to the light at Old Airport Road. There are no current plans for a light in that area.

Rumor: I’ve heard that the dirt road portion of Lehi-Fairfield Rd and Willard Peak Rd going into Brandon Park is “preserved” as part of the original Pony Express and there is no plan to pave it.

Fact: It is the intent of the City to convert the old Pony Express Trail Way into open space with a trail system at some point. The dirt portion of this road has not been paved because it includes SITLA property that has not allowed the City to apply asphalt to the road surface.

Rumor: Will the City add more sidewalk near the roundabout at City Center on both sides of the road by the Chevron going south?

Fact: There are currently no plans to add sidewalk at this time. Typically, the City adds sidewalk as new, adjacent development occurs. Additional right-of-way would need to be purchased prior to installation of additional sidewalks.

Rumor: SR-73 will eventually connect to Porter Rockwell on the other side of Camp Williams. Is this part in the works?

Fact: There are general plans that will see a connection between SR-73 and Mountain View Corridor — connecting at Porter Rockwell. Project completion will depend on state funding.

Rumor: I heard a rumor that someone in the City/City Council got annoyed with people doing U-turns at Cory B Wride Memorial and Vernham Ln so they made U-turns illegal there. I was curious if that was true.

Fact: A City Council member observed several near-misses while motorists attempted to make U-turns to enter the neighborhood. The City reached out to UDOT to see if a left-turn onto Vernham would be possible. UDOT made the decision to restripe the center lane and disallow U-turns.

Rumor: As Eagle Mountain Blvd is expanding, are there any plans to protect the homes from possible car crashes? 

Fact: Eagle Mountain City does not currently have plans to modify the fence along Eagle Mountain Boulevard. 

Rumor: We were told that the section of Lehi-Fairfield Rd that runs from EM Blvd to the rodeo grounds would be closed to through traffic and become an equestrian trail after Brandon Park subdivision construction was finished. Then someone said that it won’t be closed until Facebook construction is finish. Which of these is true?

Fact: Lehi-Fairfield Rd remaining in use is primarily the result of an alternative roadway required on the west side of Brandon Park for entry/exit. Once another road is built that can accommodate this need, plans currently call for Lehi-Fairfield Rd to be converted back to an equestrian trail. Considerations for the continued construction of the Meta Data Center play into the decision very little.

Rumor: Can you ride a 50cc moped type scooter on the road with out registering it?

Fact: Residents can ride an unregistered moped on the road in Eagle Mountain provided they are over the age of 8 and do not exceed 15 mph. For all other moped-related questions, we will refer residents to state code here.

Rumor: What are the rules for someone parking their car in front of your house for days on end while staying/living at the house across the street with plenty of open parking?

Fact: Eagle Mountain City has a few suggestions for parking on City streets. The sidewalk is intended for safe pedestrian travel, including children. Cars parked on sidewalks send pedestrians into the street. Park by your own house rather than in front of a neighbor’s house. If you feel you need to park by a neighbor’s house, make sure they are OK with it. Don’t park on, or near, a crosswalk; or by a fire hydrant, for obvious safety reasons. Park in a way that doesn’t block traffic or make it difficult to see around a corner. Park in your garage or driveway whenever possible. All other relevant information about on-street parking can be found in Eagle Mountain City Code 10.10.010.

Rumor: Is it true that there will be a road over the mountain that connects City Center to Saratoga Springs?

Fact: Eagle Mountain City anticipates there will be an additional road that better connects some of the areas around City Center to Saratoga Springs. We do not have a planned route for this new road, but it does appear on the City’s newly adopted Transportation Master Plan. Nor is there a timeline for completion.

Rumor: When will SR-73 be widened?

Fact: Eagle Mountain City is in regular communication with UDOT about the needs of SR-73. We will continue to work with our partners at the state level on any future plans to widen the highway, place traffic lights at relevant intersections and develop frontage roads. UDOT has completed an environmental assessment for a potential widening project and has a preliminary plan in place. SR-73 will be widened when UDOT obtains funding for the project. Eagle Mountain City takes resident safety concerns seriously. We ask motorists to remain mindful of their speed, their surroundings and road conditions on SR-73.

Rumor: Are there any plans to run a freeway through Eagle Mountain, perhaps an offshoot of I-15?

Fact: UDOT has spent significant time working with planners and engineers to develop plans to invest millions of dollars in transportation projects that will accommodate the rapid growth of Eagle Mountain and Saratoga Springs. Some of these projects include an expansion of SR-73 into a freeway with frontage roads. Mountain View Corridor will also be expanded from 2100 North to Porter Rockwell Blvd., which will act as an alternative to I-15 for those living in Northwest Utah County. In the long-run, Mountain View Corridor is planned for expansion into a 35-mile freeway connecting I-80 and Utah County.

Fact: Intermountain Health owns property on Eagle Mountain Blvd. that will likely in the future be developed into a hospital-type facility. It is unlikely the hospital will be developed before other development in the area is completed and brings utilities closer to the property. Saratoga Springs Intermountain Health and University of Utah health facilities also still have more growing to do.

*NEW 6/5/24* Rumor: Is there an update on the plans for opening a bar and pub restaurant in City Center

Fact: The City is not currently aware of any bar and pub restaurants planned for the City Center area.

*NEW 6/5/24*  Rumor: Plans for a DABS store in Eagle Mountain?

Fact: The City is unaware of any current plans for a DABS location in Eagle Mountain.

*NEW 6/5/24* Rumor: Is Eagle Mountain getting another grocery store anytime soon?

Fact: The Eagle Mountain Economic Development Master Plan shows that Eagle Mountain City can support an additional grocery store, and the City has had conversations with grocers about potential interest in expansion into the community.

*NEW 6/3/24* Rumor: Are they planning to build a Cinemark/Megaplex in Eagle Mountain?

Fact: Eagle Mountain City is not aware of any current plans to build a Cinemark or Megaplex in Eagle Mountain.

*NEW 5/28/24* Rumor: I keep hearing about Planet Fitness possibly coming to City Center. Is there any truth to that?

Fact: Efforts have been made to invite Planet Fitness out to Eagle Mountain to address the tremendous demand for additional fitness gyms. At this time, as far as the City is aware, Planet Fitness is not yet prepared to open a new location in Eagle Mountain, nor to any new markets due to high costs of financing and construction.

*NEW 5/21/24* Rumor: When is Google going to build?

Fact: Google is currently going through development and plan reviews with City staff in preparation for eventual application submittals.

*NEW* 4/22/24* Rumor: Is there a Freddy’s going in across the street from Chevron in the Ranches?

Fact: Freddy’s is in process for final site plan approval. Assuming that is successful soon, Freddy’s will seek a building permit and hope to have their new Eagle Mountain location open by this fall.

*NEW 4/22/24* Rumor: Will you now tell us about the Mountainland Supply? Frustrating that Eagle Mountain won’t be transparent in the Rumor Stop.

Fact: Mountainland Supply is in process of site plan approval for a location near Eagle Mountain Blvd. However, this does not guarantee they will be locating a new store in Eagle Mountain which is why don’t typically confirm a business at this stage.

*NEW 4/17/24* Rumor: New businesses coming to City Center. SportClips, Papa Murphy’s, Cafe Rio, Mcdonald’s, Panda Express, and Dutch Bros.

Fact: The Eagle Mountain Marketplace area is seeing additional interest from several restaurants and retailers. Due to the ongoing nature of negotiations, we cannot confirm or deny interest of specific businesses. We hope to be able to celebrate with everyone about several new businesses announcing development plans throughout this year.

*NEW 4/15/24* Rumor: Utah County passed 1600 acre solar farm bordering the south end of Eagle Mountain city limits. The farm stretches 2/.25 miles in length. The farm company also only had to inform any land owners within 300 ft. of the solar farm site. Local communities did not have public notice to have any say in this project. 

Fact: Eagle Mountain City has been aware of interest in a large solar project south of Eagle Mountain city boundaries. The land owner did meet with City staff to inform us of their intentions. At this time, we don’t have reason to believe they have taken any action outside of what they are legally required to do.

*4/10/2024* Rumor: There are plans floating around that a Comfort Inn is going to be put on the northeast corner of Porters Crossing and Pony Express.

Fact: The property owner is having conversations with multiple hotel brands as that site has been approved for a hotel development. Hotel development in Eagle Mountain is considered an important aspect of our future economic development goals.

*NEW 4/1/24* Rumor: Heard rumors and have seen an Indeed post for a Cracker Barrel coming to Eagle Mountain. Is this true?

Fact: The City has not received any submissions from Cracker Barrel at this time. We cannot confirm that a new location is planned in Eagle Mountain.

*3/26/24* Rumor: Is there any update on Applebee’s in Eagle Mountain?

Fact: Applebee’s will not be moving forward at this time following negotiations between the parties involved. Eagle Mountain City is working extensively with several partners to attract sit down restaurants to the community and it remains a priority for retail recruitment.

*2/27/24* Rumor: We have not seen any progress for the upcoming Walmart since the announcement. Are they planning to build one? Is the City talking to more companies like Costco, etc?

Fact: Walmart is completing final steps before beginning construction. We anticipate construction to begin very soon. The City is often talking with a variety of businesses, large and small, about a potential future in Eagle Mountain. We are also working with landowners and commercial developers to prepare ideal locations for these businesses to locate. Eagle Mountain is better poised now to see additional retailers locate here, but we don’t yet meet the requirements of some businesses you may hope to see here soon.

*2/27/24* Rumor: What is Google’s plan in the city? Are they planning any construction yet?

Fact: Google will be building a datacenter campus directly to the east of the Meta datacenter campus. The Google datacenters will be air-cooled and indications are showing they should begin construction sometime this year.

Rumor: I read somewhere that a Mountainland Supply is coming to Eagle Mountain. Is this the case and where will it be located?

Fact: Eagle Mountain City has not received any word about Mountainland Supply locating in the community. We will update if that information changes.

I hear that Crumble cookies is closing its doors and that not enough people are buying their goods.

Fact: Crumbl closed due to lack of business.

Rumor: Is Betos and another 7-11 coming in by Maverik in The Ranches?

Fact: Those two businesses had been looking at the location on the east side of Ranches Parkway. Currently, a car dealership is looking to construct at that location.

Rumor: Is there ever going to be a Deseret First Credit Union out here?

Fact: At this time, we have not received any indication a Deseret First Credit Union would be locating in Eagle Mountain in the near future.

Rumor: Did the city go ahead and re-zone the area off of SR-73 and Spring Run for the new Walmart?

Fact: The property was rezoned. The Eagle Mountain City Council approved the construction of the Walmart after seeing a revised site plan at the July 18 council meeting.

Rumor: Are there plans to build a strip mall or hospital on empty land opposite Cory Wride Park?

Fact: Downtown planning is currently ongoing. We are aware of interest in developing the land, but currently we are trying to get ahead of that development to ensure the best uses for the area can develop and that impacts on surrounding areas are minimized.

Rumor: What happened to Jo’Land Arcade near Ridleys? Are there any more businesses planning to fill EM’s empty entertainment niche?

Fact: The City’s understanding is they were unable to stay in business. For Eagle Mountain City, providing entertainment in general is a priority. The City is aware there is a demand for indoor venues, especially for children.

Rumor: Does the City just refuse all liquor license applications? Will City Center ever have a restaurant or bar with alcohol?

Fact: Eagle Mountain City has a process in the place for the approval of liquor licenses, although the state of Utah has substantial oversight of this matter. To our knowledge, Eagle Mountain City has never denied a business a liquor license. We can communicate there is at least one restaurant planning locate in City Center that intends to seek a license to sell alcohol.

Rumor: I heard Bout Time was coming to Eagle Mountain. Can you update on the liquor license status or if that is even true?

Fact: Eagle Mountain City is not aware of any plans for a Bout Time locating in the community.

Rumor: Any plans for a Starbucks in City Center?

Fact: Eagle Mountain City is not aware of any plans for a Starbucks to locate in City Center.

Rumor: Are there any plans for any health food/grocery stores coming to Eagle Mountain like Whole Foods, Trader Joe’s, Sprouts, etc.?

Fact: Eagle Mountain City is not aware of any health food grocery stores with plans to locate in the community.

Rumor: Are there any future plans to build a hospital out here?

Fact: Eagle Mountain City has been in touch with several hospital operators.

Rumor: I heard there might be a Winco coming to Eagle Mountain. Is that true? That would be great. 

Fact: Eagle Mountain City is not aware of a Winco locating in the community.

Rumor: Is Eagle Mountain ever going to get a gym/fitness center like VASA or Lifetime Fitness?

Fact: Eagle Mountain City is working more aggressively to recruit retail services. Gyms and athletic clubs are toward the top of the City’s priority list to pursue for the community. Eagle Mountain City is aware of several small business owners with an interest in potentially opening boutique gym locations, but cannot confirm those projects are in the works at this time.

Rumor: Is Six Sisters Deli really closed forever?

Fact: They are closed. Health complications for the owners resulted in the need to close permanently.

Rumor: Are we going to get any retail shops or a strip mall in EM?

Fact: Residents of Eagle Mountain can see all of the businesses with plans to locate in the community and follow their development process through our “What’s Happening” service here.

Rumor: I heard a rumor that all the businesses at Eagle Mountain Marketplace backed out, that’s why they don’t update the map/plan on the Colliers website. Are businesses struggling that bad?

Fact: This is false. Several of the businesses found on the latest version on the map are in the permitting process. A handful are under construction and will be opening their doors soon. The business cycle is not anticipated to delay grand openings.

Rumor: I have heard there are plans to build a Smith’s grocery store west of Brandon Park. Is this true?

Fact: Eagle Mountain City is not aware of any plans to bring a Smith’s grocery store to Eagle Mountain.

Rumor: What are the towers on Ingmar Hill by Hidden Hollow Elementary?

Fact: A building permit was issued June 2023 for a tower that is part of the Sprint network.

Rumor: Are there any plans to build a car wash with individual car wash bays for self-service?

Fact: While Eagle Mountain City is aware of plans for car washes to locate in the community, these businesses do not currently have plans to offer self-service bays at their location.

Rumor: I heard that Chick-fil-A is coming. Is that true?

Fact: While there are a number of restaurants in the works throughout the City, we aren’t aware of any plans for a Chick-fil-A at this time.

Rumor: Is Eagle Mountain getting a Target?

Fact: Eagle Mountain City is not aware of any plans for a Target to locate in the community at this time.

Rumor: Why does The Ranches get all the development?

Fact: Businesses of all sizes look at a variety of factors in deciding where to locate. If they feel that an area will be profitable, and fits their development requirements, they will explore development options. Eagle Mountain City proactively works with desired industries and businesses, along with the development community, in this process. Ultimately, the city cannot force a certain business to locate here and the businesses will go where they can best succeed.

Rumor: Is Eagle Mountain getting Google Fiber or another internet service provider?

Fact: Eagle Mountain City continues to connect with telecommunication providers to help them understand our growth and development patterns, but it is ultimately up to those providers to decide to enter this market. Comcast is currently working to locate within the community.

Rumor: Does the City choose which businesses locate here?

Fact: Commercial businesses identify ideal locations for their businesses using various factors. Two of the main factors are the number of households in an area and the average daily trips of major nearby roadways. Because the Ranches developed first, and all of Eagle Mountain traffic must flow through there, businesses view that area as desirable. As City Center continues to rapidly grow, more businesses have begun to explore opportunities in that area, and we anticipate that will continue in the future.

Rumor: Is Eagle Mountain building a Main Street/Downtown area?

Fact: Eagle Mountain City is in the very early stages of master planning a downtown area for the city. Timing for development of that downtown area is subject to the plans and interests of the property owners in that area. We intend to take advantage of the opportunities that arise from being a young city such as having somewhat of a blank canvas to work with and the ability to learn from the successes and failures of already established cities. The City recognizes the benefits a Main Street-like area can have on the cultural, economic and recreational interest of a community.

Rumor: Why are the lights so bright at some of the community’s major employers?

Fact: Eagle Mountain allows exceptions to some of its dark-sky initiative lighting standards. Locations that are under construction require additional lighting for the safety of site workers who may be performing projects during the evening and overnight hours.

Rumor: Why don’t we have any sit down restaurants or a bar n’ grill?

Fact: Eagle Mountain City is in constant communication with a number of restaurants to locate in the community. Among these are sit down restaurants and bar n’ grill-type restaurants. Due to the city’s current population and current economic climate, many restaurants have not previously considered locating in Eagle Mountain. Growth projections for this area, however, have changed their considerations in recent months and years. Applebee’s has recently been approved for construction in Eagle Mountain.

*NEW 6/25/24* Rumor: Why doesn’t Eagle Mountain have secondary water usage?

Fact: One of the main reasons Eagle Mountain doesn’t have a secondary system is that the area lacks a large secondary source. We do, however, have a small secondary system that facilitates irrigation at Cory Wride Park. This source is from a non-contact process from one the area data centers. It is small in nature but is sufficient to irrigate one of the largest parks in Eagle Mountain.  The reuse system is something the City is looking to expand in the future.

*NEW 5/28/24* Rumor: What happened to the stargazing observatory being added to Walden Park?

Fact: Eagle Mountain City is currently working to get the work completed. Additional funding is needed in the FY 2025 budget before work can begin.

*NEW 5/20/24* Rumor: Have we out-built our electrical capabilities in Eagle Mountain? There were a lot of power outages last summer and no explanation as to why.

Fact: Eagle Mountain did experience an uncommon number of outages over the summer of 2023. A very small number of them were due to infrastructure issues. The majority of the outages were caused by contractors digging into underground lines or making contact with our overhead transmission while operating large construction equipment. Eagle Mountain City is not experiencing capacity constraints on Eagle Mountain’s distribution system. There is more than sufficient power available to serve Eagle Mountain’s current load requirements.

*NEW 5/7/24* Rumor: When are they projected to start on the high school south of Silverlake?

Fact: We have no details from the School District on this yet, as they haven’t allocated funding or bonded for the school yet. We will continue to advocate for the school to be built as soon as possible. The School Board members that represent our area are actively working towards that goal as well.

*NEW 5/6/24* Rumor: Is there an opening date for the new Smith Ranch Park playground and ninja course?

Fact: The City anticipates a grand opening held at some point in July. The City will communicate to residents once a date has been selected.

*3/11/24* Rumor: What are the rights of a homeowner when a utility company breaks concrete, damages lawns and/or breaks sprinkler lines while digging?

Fact: When an incident like this occurs, it’s considered a civil matter. Typically, the company that causes the damage will make a repair on behalf of the property owner.

*2/27/24* Rumor: Can you explain the legality of Xfinity tearing up everyone’s yards? I don’t remember giving them easements to my property.

Fact: Most individual lots have what is referred to as a Public Utility Easement. This allows for utility maintenance and the installation of utilities. If a private company does work within the PUE, the company would be responsible to restore the property to its original condition. Learn more here.

Rumor: There is a lot of open land in front of Overland. Are we going to get anything there?

Fact: This land is included in future phasing for the Overland development. The City is coordinating with Ivory Homes and SITLA to plan for commercial development projects in the area, part of which will encompass a future downtown.

Rumor: Is it illegal to have an Air BnB in Eagle Mountain? Either whole house or basement short-term rental.

Fact: You cannot rent out a house or basement for less than 30 days in Eagle Mountain. If the basement has a stove and a resident is renting out their property, an ADU permit must be obtained. Property owners also cannot rent out the basement and upstairs separately.

Rumor: What is being built north of Cory Wride by the Arrival Community?

Fact: That’s the new Alpine School District Middle School. They are installing a sewer line down Belle Street and Airport Road. The City is working with UDOT and the Mountainland Association of Governments to modify the access to the school and the intersection at SR-73 before its planned opening in the fall of 2025.

Rumor: If the City is going to just let the trees at Eagle Mountain Blvd. and SR-73 die because they somehow lost their water source, why not just cut them down? It’s a disgrace that our city officials have no community pride and don’t care how the entrance to our city looks.

Fact: There is more to it than these trees not having water. Most of these trees have reached the end of their life expectancy. The City has been removing some as they die. City staff are working on a replacement plan, but solving the issue of irrigated water will need to occur first.

Rumor: Will there be a bus stop added to City Center?

Fact: We continue to push UTA to increase bus service in our city. They are currently planning for a park and ride lot in the Ranches area, and we will be communicating with them to see if we can find a workable location.

Rumor: Are there insurance companies refusing to insure our home because they claim UFA is no longer providing fire coverage?

Fact: Representatives from UFA and UFSA appeared before the Eagle Mountain City Council on Oct. 3, 2023 to discuss the possibility of a property tax increase to their portion of the property tax. Nothing has been stated about a reduction in services that would necessitate a change in insurance coverage.

Rumor: Eagle Mountain City, in cooperation with Rocky Mountain Power, has done nothing to discourage or punish contractors who have knocked out the power to the city multiple times this year. Is this true?

Fact: Eagle Mountain City is in regular communication with both Rocky Mountain Power and the various contractors working in the community for various projects. While the City does not have the legal authority to fine or punish contractors for severing power lines, a complaint can be made to the state Department of Professional Licensing for those responsible. Eagle Mountain City is aware that Rocky Mountain Power does invoice and interact with contractors who do several power lines. This has been the case during the summer months in instances where power has been severed by a contractor.

Rumor: When will the large dumpsters be picking up trash and Cory Wride Park?

Fact: The Fall Dumpsters will be available Sept. 14 – 20. More details will be forthcoming as this service gets closer.

Rumor: What is the plan with Rocky Mountain Power to upgrade the older substation that services the Ranches so we stop having so many power outages?

Fact: Rocky Mountain Power has communicated to Eagle Mountain City that work to permanently fix the substation will take place fall 2023. This will correct the issues that have led to the majority of the power outages in the community.

Rumor: With the fence put up blocking access to the road beyond the trailhead at the end of Porter’s Crossing, does the City have plans to re-route access to the public land?

Fact: City staff are working on a comprehensive plan to show how residents and guests will be able to access trails throughout the city. It is estimated that the plan will be completed in the spring of 2024.

 Rumor: There have been rumors that the home developer in New Park was supposed to develop the park while others say it’s the City. Who is responsible for the development of the park?

Fact: Eagle Mountain City has been working with the developer to complete the plans for this park. These plans have not been fully approved at this time. The developer is responsible for completion of the park. Right now, the City is not aware of a timeline for the park’s completion.

Rumor: Are there any plans to put in trees, basketball courts, pickle ball courts, splash pads, by Eagle Point Park C?

Fact: There are no plans at this time for those improvements.

Rumor: My neighbor just moved out and is now renting his house out. He is renting the top and basement out. I have heard that you are not allowed to have two renters. Is this correct or am I able to move as well and rent out both top and bottom?

Fact: The owner of the home cannot rent out the upstairs and basement at the same time to two different individuals. Section 17.70.030 of City Code speaks to this.

Rumor: I know a park expansion has been planned for Smith Ranch Park and it’s supposed to include a new skate park. Do we have a timeline for when this will be started or finished?

Fact: The expansion of Smith Ranch Park is anticipated to be completed Spring of 2024. It is anticipated the new skatepark will be completed at that time.

Rumor: We have an area in Spring Run that is City-owned and was promised to be a green space/park. When will this happen?

Fact: A park is planned in this area for Spring Run. The City does not currently have a timeline for development.

Rumor: Are there going to be ADA-style or single-level ranch style townhomes? If so, where, and when, will they be constructed?

Fact: Eagle Mountain City is not aware of any residential housing projects that meet this description. For a full list of residential housing projects in Eagle Mountain, please visit the City’s What’s Happening page.

Rumor: Are there any plans for a golf course in Eagle Mountain City Center?

Fact: Eagle Mountain City is not aware of plans for a private or public golf course at this time for location in Eagle Mountain’s City Center.

Rumor: Heard a rumor that there is plenty of room for newcomers. False – Eagle Mountain is full!

Fact: Eagle Mountain was designed to grow and will continue to grow. However, the City is dedicated to helping residents maintain the way of life they currently enjoy through well-planned growth.

Rumor: Why is there a concrete barricade that says “no trespassing” at the trailhead at the end of Porter’s Crossing?

Fact: This was placed there by the property owner, which is The Church of Jesus Christ of Latter-day Saints, to prevent trespassers in the area. The barricade is located in Saratoga Springs and does not fall under enforcement by Eagle Mountain City.

Rumor: Are there any plans to bring TRAX into Eagle Mountain?

Fact: Presently, UTA has no plans for TRAX to Eagle Mountain City. Eagle Mountain City and Saratoga Springs are working cooperatively in our planning efforts to maximize public transportation options as our cities grow. Funding has been procured for a Park ‘n’ Ride lot to be constructed with express bus service to the American Fork Front Runner station. UTA will be working with Mountainland Association of Governments (MAG), and UDOT to complete this project in 2026. Alternatively, UTA anticipates expanding its vanpool services in our area, and testing its micro-transit service (also known as UTA On Demand) in the near future.

Rumor: I hear Eagle Mountain is going to build a fishing reservoir park for the public to fish in. Is this true?

Fact: This concept has been considered by Eagle Mountain City in prior years but there are no active plans to pursue a fishing reservoir park at this time. 

Rumor: Where in Eagle Mountain can I take larger trash items (broken furniture, old rugs, broken appliances, etc.) that won’t fit in regular trash cans?

Fact: Residents have a couple of options. They can always take their items to the Intermountain Regional Landfill in Fairfield. Eagle Mountain City provides two free dump passes per calendar year. Residents can also take advantage of the annual community clean-up dumpsters in the spring and fall.

Rumor: Has the observatory in Walden Park been canceled?

Fact: Designs are currently being completed for the new observatory in Walden Park. Eagle Mountain City is anticipating construction to begin in 2024.

Rumor: Charging electric vehicles is difficult due to a lack of infrastructure. Is the City working on this?

Fact: Eagle Mountain City currently has no plans to install Electric Vehicle charging stations in the community. Limiting factors such as power accessibility, anticipated use, cost, and private sector impacts are part of that decision. Through surveys, the City has determined an insufficient demand for this service to be provided by the City and has further found that the private sector may eventually resolve the issue.

Rumor: Is anything being done to protect Eagle Mountain’s amazing bike trails within City limits?

Fact: Eagle Mountain City will soon be soliciting the services of a consultant to help us update our Bicycle and Pedestrian Master Plan, focused mainly on recreational and off-street trails. That project will include input from the community and from community partners involved with open space and outdoor recreation. The City is also working with a developer to improve a couple of large trailheads in the Hidden Hollow / Hidden Valley area. The first trailhead should be completed within the next month. We are also working closely with the BLM to expand our trail system further up into the hills.

Rumor: Does the city have plans to partner with a rain collection barrel company so residents can opt in or learn about rain water collection to help with drought conditions?

Fact: Eagle Mountain City is aware of programs such as this. We are currently learning more to better understand whether this can be implemented in Eagle Mountain. We do not have a timeline for implementation.

Rumor: CC&Rs say residents may not park on streets. But the street is a public street maintained by the city. Can they fine the homeowners/tow them? Or will the City?

Fact: Eagle Mountain City does not govern the HOAs that have CC&Rs. Generally, HOAs have the ability in their billing process to issue fines to residents. However, if vehicles are parked on city-owned streets, not private streets marked in blue, the City can enforce that under the City Code.

Rumor: When will Eagle Mountain get more UTA busses and routes?

Fact: Utah Transit Authority, in addition to the Mountainland Association of Governments and the cities of Eagle Mountain and Saratoga Springs, recently completed the Northwest Utah County Transit Study. This plan calls for the construction of new park-and-ride facilities in the area, including Eagle Mountain that can be used to support additional bus service. Site selection still  needs to take place, but funding for these new park-and-ride facilities is already being prioritized by UTA’s Capital Projects group. Once implemented, additional UTA bus service would support Eagle Mountain. A timeline for completion has not yet been finalized.

Rumor: Do I have to have grass in my backyard? Or I can do more natural landscaping to cut down on water use?

Fact: Eagle Mountain City does not have a turf requirement for the rear yard. Property owners should be aware that the rear yard is required to be landscaped or fenced with a privacy fence within two years of occupancy. The City is encouraging residents to install water wise landscaping due to the state’s ongoing drought conditions. There is no turf requirement in the rear yard, but it needs to be landscaped (or fenced with a privacy fence) within two years of occupancy. Residents are encouraged to follow guidelines set by their HOA to ensure compliance as well.

Rumor: Will Cedar Valley Airport become a residential airpark?

Fact: The City has considered a few proposals regarding Cedar Valley Airport in the past. There are currently no proposals to make changes to the airport at this time.

Rumor: With all of the homes being built and people moving in, why haven’t we seen more schools, elementary through high school being built?

Fact: Eagle Mountain City provides the Alpine School District with information about the community’s growth. The school board for ASD ultimately makes decisions on any land acquisition and construction for schools planned in Eagle Mountain.

Rumor: When is Eagle Mountain City getting a Police Department?

Fact: Eagle Mountain City will form its own independent police department when it is fiscally prudent to do so and the safety of the residents requires it. The Utah County Sheriff’s Office has been a tremendous partner in Eagle Mountain and has done fantastic work serving the residents of Eagle Mountain with limited resources and personnel. Recent analysis of police services demonstrated that creating a new police department is very costly and maintaining the same level of service with an independent police department would also cost more annually compared to maintaining our arrangement with the Utah County Sheriff’s Office. Eagle Mountain City recognizes that an independent police department may soon become necessary and has already taken several steps to prepare for that eventual change to ensure a smooth transition.

Rumor: Is Neighborhood Improvement designed to punish small businesses?  

Fact: Neighborhood Improvement is designed to promote the health, safety and welfare of residents while securing a high quality of life through code compliance. Neighborhood Improvement staff simply enforce codified ordinances and help residents take responsibility for solving issues and concerns. The goal of neighborhood improvement is not to punish businesses but to maintain the physical appearance of the community through code standards.

Rumor: By allowing so much growth and development, it appears the City doesn’t seem to care about the wildlife in this area. Is that true?

Fact: It is true that development impacts and/or changes wildlife habitat and habits. Eagle Mountain City is working on a variety of conservation efforts to protect local wildlife populations. An example is the partnership the City has developed with the State Department of Wildlife Resources and other conservation entities to work to become the first city in Utah to preserve a migration corridor through the city to allow the local mule deer population to travel between the Lake Mountains and the Oquirrh Mountains. The City is always working with its partners and with landowners to balance wildlife conservation/preservation with private property rights and with the needs of the community at large (safety, transportation, recreation, etc.) and will continue to work to achieve a proper balance.

Rumor: What is the City doing to protect some of the area’s prehistoric rock imagery?

Fact: Eagle Mountain City has recently worked with the Utah State Historic Preservation office to preserve and restore some of the prehistoric rock imagery in the community. Cataloging the sites has also been a critical component of the state’s work to track and better understand the area’s history. Removing graffiti and taking steps to conserve these potentially sacred sites is part of these efforts. The City is currently exploring ideas to best preserve some of the community’s ancient sites for generations.

Rumor: When is Eagle Mountain getting a post office?

Fact: The cities of Lehi, Saratoga Springs and Eagle Mountain are aware of the demand on the Lehi USPS facility and the desire of residents for a new post office facility. The cities and the USPS are in preliminary talks regarding the potential for a new Post Office facility in Eagle Mountain or Saratoga Springs, but at this time there are no official plans.

Rumor: Does the City have control over HOA fees?

Fact: Eagle Mountain City does not have control over HOAs and the fees they apply to homeowners. HOAs are private contracts between homeowners within a development.
