Administration Services Department

The Administrative Services Department consists of the City Recorder’s office, City Treasurer, Purchasing, and Customer Service.

The City Recorder’s Office

The City Recorder’s Office administers municipal legislative processes and is the central point for the public to obtain information regarding these processes. The Recorder’s Office is responsible for recording and keeping documents and properly indexed records relative to the functions of the City. The Recorder serves as the City’s Election Officer and is responsible to coordinate and supervise municipal elections. The Recorder prepares agenda packets and coordinates the public hearings for City Council meetings, attends and maintains record of such meetings, manages all City-owned property tax-related issues with Utah County, and handles all requests for records under GRAMA. The Recorder’s Office handles processes related to subdivision recording and business licensing. The Recorder’s Office maintains the cemetery records and coordinates the sale of cemetery spaces. The City Recorder also oversees the sale of Central Water Project (CWP) water use and transfer of water rights with the assistance of the City Attorney.

The City Treasurer

Creates, updates, and maintains policies and procedures regarding all cash handling. Has oversight of receipting, depositing, and disbursing City funds, including all taxes, licenses, fines, and intergovernmental revenue within 3 business days of receiving them. Works with the Finance Director to invest idle City funds in accordance with State laws and regulations. Prepares semiannual money management reports.

Purchasing

Verifies and manages the qualification and approval of vendors which the City does business with. Establishes policies and procedures for the acquisition of goods and services across the City and ensures compliance with those policies and procedures. Publishes and manages requests for proposals, bids, and other solicitations by the city.

Customer Service

Provides a central point of contact for residents to obtain information about city services and programs, answer general inquiries, and connect residents with appropriate departments as needed. Trains and supports the organization in customer service.
