Mayor & City Council


Eagle Mountain City is a Six-Member Council form of government with the Mayor serving as one of the members.

The Mayor is the chief executive officer of the City and administers the budget. He sets the agenda and presides over City Council meetings, but casts a vote only in the event of a tie, whether to appoint or dismiss the City Administrator, or on an ordinance that enlarges or restricts his powers, duties, or functions. It is the Mayor’s responsibility to execute bonds, notes, contracts and written obligations as required on behalf of the City. The Mayor acts as the City’s chief ceremonial officer and represents the City in its external affairs. The Mayor also makes appointments to council advisory boards and commissions, with the advice and consent of the City Council.

The Eagle Mountain City Council has five members. Council members are elected at large, serve four-year terms, and are responsible for the exercising of the City’s legislative powers.

Tom Westmoreland is currently the mayor of Eagle Mountain City, prior to which he served on the City Council. He and his wife Rebekah (a registered nurse), have nine children and seven grandchildren.

Mayor Westmoreland has a vision for the future that includes the preservation of vast open space, a robust local economy, reliable and redundant infrastructure, improved transportation, beautiful parks, wildlife preservation, culture-rich community, and outdoor recreation with an emphasis on quality of life and low taxes.

His accomplishments include preserved open space for recreation and wildlife, including mountain bike, hiking, horseback riding, and OHV trails, in addition to protecting deer migration routes and historical sites.

He has also cultivated an unparalleled economic boom by negotiating and closing contracts with three Fortune 100 companies in Facebook, Tyson, and Google. In addition, he launched the Eagle Mountain Chamber of Commerce and is currently bringing in a steady stream of commercial and retail establishments.

Under his guidance, the City has bolstered infrastructure with nearly $150 million investments in roads, water, sewer, and power, and he has ensured stability during a volatile time that included COVID-19, rapid growth, inflation, and a drought. In the history of the City, he is only the second mayor to complete a full term.

Donna Burnham

I was born in Puerto Rico to a Puerto Rican father and a mother from a small town in Iowa. Life was always interesting in the Rivera household. My father was in the Air Force so I lived in many places growing up, including Wyoming; Oklahoma; Azores, Portugal; and Aviano and Naples, Italy. I graduated from high school in Naples, Italy and moved to Provo to attend BYU on a Kimball scholarship. In 1989, I graduated cum laude with degrees in International Relations and Spanish. I met my husband, Lincoln, my senior year. We married, finished school and moved to Canada where my husband taught in the high school where he grew up. We lived in Canada for ten years and had four children. We moved our family to Utah so Lincoln could pursue a career in Systems Administration. We lived in Provo for a few years, and then sixteen years ago, we purchased a home in Eagle Mountain. I became very interested in city government because at the time the city was in crisis. I became very involved in the community, volunteering at the schools and library and then running for city council in 2005 for the first time, losing by less than thirty votes. Undeterred, I continued attending council meetings and learning all I could. I ran again in 2007 and was elected. After serving for two terms, I took a break and focused on other endeavors, including my new grandson and working for the city library.

Running for city council again was a difficult decision for me. When I completed my term, I felt I was done. However, with Mayor Pengra and Adam Bradley not seeking reelection, I felt the city needed my experience. My understanding of city code, city government processes, and budgets will be invaluable. Communication is also important, and I have a strong track record of being responsive to residents. I was the council member that everyone counted on to always answer emails and phone calls. When residents had specific concerns about a site or a park, I met them on site to discuss their concerns and work for solutions. As your council member, I commit to be responsive to your emails and phone calls, meet with you and discuss your concerns when asked, and hold quarterly town hall meetings to keep you informed, hear your concerns, and discuss solutions. I have raised my family in Eagle Mountain, and I want to serve you.

My husband Nathan and I have called Eagle Mountain home for 15 years, we’ve raised our children here. My commitment to responsible growth is rooted in my love for Eagle Mountain. I believe in preserving our city’s unique character while meeting the needs of our growing population. With a focus on fiscal responsibility and thoughtful planning, we can ensure our infrastructure, transportation, and public services meet our community’s needs.

I am dedicated to fostering prosperity and creating jobs by attracting new investments, and supporting local businesses. Professionally, I work tirelessly with the Eagle Mountain Chamber to foster a business-friendly environment that encourages entrepreneurship and innovation.

Transparency and accountability are my priority. I have advocated for making meetings and information more accessible and have actively involved residents in the decision-making process. You see me walking through neighborhoods or meeting over a soda to discuss your concerns.

As your neighbor, I share your concerns. My experience working with local businesses, combined with my public service background, make me a great advocate and resource for you. My wife Kim and I were looking for a quieter lifestyle and greater access for our 4-year-old daughter and 9-month-old son to other kids their ages. We purchased a house in the Silverlake subdivision in 2013. Why we moved here and why we have stayed, have stayed aligned. We wanted a slower paced lifestyle, a great community to live in. We are still here because of a great neighborhood, wonderful community, and a city that we are proud to be part of. We are all in here in Eagle Mountain. We plan to stay here as long as it remains the core things that brought us here and that have influenced us to put roots here. To ensure that, I have been heavily involved in the planning and policy writing of the city since 2017. I will continue to fight for a beautiful, safe, caring community for all of those who live here in Eagle Mountain.

I ran for City Council to advocate for your voice and to see that your vision of our future is implemented. I recognize that development and growth are and will continue to come to our city. Frankly, we need that growth to encourage economic opportunities and to increase our tax base. I believe that we can manage this growth in a responsible and sustainable way in order to balance the need to grow with the desire of our residents to live a rural, suburban lifestyle.

I support a balanced rural approach to residential development. Because of our geographic location and the volume of undeveloped land in our city, we are uniquely situated to offer a lifestyle that is in contrast to the more urban and metropolitan cities of the Wasatch front. I intend to protect that lifestyle. I am an advocate for increased road standards, which means increasing the width of public roadways and seeing that necessary road ways are planned, funded and constructed in a more timely way. This will help to create better ingress, egress, and parking standards for residents.
